Kapil has an established track record in policy analysis, having contributed in designing a framework for evaluating digital democracy at TISS and assisting in studies on renewable energy while working as a research fellow for LBSNAA. At IIC, Kapil leads the building blocks towards the development of a collective of Civil Society Organizations under the Jal Jeevan Mission in Assam, focusing on ensuring households have access to clean and safe water. As the mission's success relies heavily on groundwater as a source, Kapil works on contributing to better policy norms for groundwater management and conservation. One of the key mandates is developing a competency framework for the water sector to help the state enhance its capacity-building programs and target hiring efforts, ensuring the right skills and job descriptions are in place for stakeholders across the water ecosystem.
